Why do men sit and stare at a girl instead of having a conversation?

I noticed that men will sit and stare at a girl instead of just having a regular conversation. What makes them so intimidated? I feel like if your intentions are good they will pick up on it and entertain the conversation. Any thoughts?

Because they are insecure and not interested enough to take the risk of trying to get her. I don't think there is anything that makes them feel intimated they just prefer of playing a fantasy in their head over actually chasing her.

It might the general fear of messing it up that keeps them away.

Women often look at guys but rarely actually do anything. They sit passively on their hands hoping a guy will notice them, approach them and ask them out. So when I women wonders why men look and don't actually approach them and talk to them, it seems very hypocritical.

I see but to provide further context I had approached the guy and he had approached me too before that is why I am confused he stares because we have had conversation before. I agree some women sit on their hands and don't approach men but the women I know do.
