Why would you stare at/keep watching a person who has a crush on you?

People observe others who they are not sure about... So if he knows you're into him (i. e. you have a crush on him), but he has not made a decision as to whether or not he wants to pursue you, he might observe your behavior/how you look and consider the opportunity. If he sees enough that he likes, he'll probably come talk to you and learn more about you. If not, then he probably won't come talk to you.

Not everyone jumps at every opportunity or tries to fuck anything that will sleep with them. There has to enough interest both physically and personality wise that attracts them.

If he's not interested enough, he doesn't want to over sell his interest and come lead you on... He already knows you like him. If he comes and flirts with you and starts showing interest in you just because he knows you're interest in him, it's only going to amplify your interest. If he decide you're not his cup of tea, he's just created a problem for himself inspiring a little groupie to follow him around (maybe stalk him) and played with your feelings like an asshole.

Maybe, but people always try explaining away behavior with insecurity and fear. To me that seems like bullshit. It seems to me that you'd want to see different possibilities rather than just hearing the default thing echoed over and over again. In reality attraction has gradients. It's a very grey area. The stronger the attraction the more you're willing to act to gain what you want. The stronger the repulsion the more you're willing to act to fight off what you don't want. All the grey in the middle can lead to less or no action. It doesn't mean you are unsure of yourself, it just means you are not motivated by what you see in front of you. The same could be said for getting a job, playing a sport, or any other goal in life. The more you want something, the more you act upon it. If it's a little bit interesting, then maybe you give it a little attention, but no real effort. If some girl is smoking hot and has a really cool personality and she like you, a guy is going to at least talk to her even if he doesn't ask her out. But if she's somewhat attractive, but nothing about her personality is really compelling, a guy might be like well she's kind of boring and not that hot and just not do anything...

Insecure and not confident, therefore, they stare continuously or they have a psychological condition. Either way, it is not good.

Because they’re being contemptuous. But it’s probably the first one. That’s more common. I’ve experienced both.

I try not to. I would rather just either talk to her or leave it be. Many people get uncomfortable when someone stares and it can be considered rude
