Is he trying to start a relationship with you, or is he messing with you for fun/revenge?

It means that this guy is trying to control you anyway he can. He gets off on your emotional vulnerability. He knows that his action are causing you grief simply because you react to him. There is no love in him. He thrives off manipulation and the best thing you can do is act like he does not exist. Treat him like he was on the sidewalk in Boston during rush hour as you see him but don't simultaneously.
