Well its really a good idea to ask for consent and set boundaries in all parts of any relationship, two he may mean flirty leading to something sexy. I'd suggest asking what he means by flirty, if you're ok with it then give your consent. If you're ok with it all the time you could tell him that he always has your consent so he doesn't need to ask in the future.
