If a guy never talks to me but always stares, what does this mean?

Why does a man rather intensely stare, eyes and mouth wide open, at a woman from a distance than to walk up to her and say something to her? What goes through his mind?


Is it because he just likes what he sees and only checks her out.
That's the only thing he wants to do to her.

Or does something stops him from taking more action?
Like not wanting to go up to her but still want to check her out all the time when he sees her.
