What does it mean when a man stares at me intensely when I look at him ?

The purpose of my question is to understand a man's behaviour. I was in the elevator and it happened that this man came in. I looked at him and I noticed he was staring intensly for few seconds with his mouth open. Only after looking away , he decided to stop staring. He is a coworker that I didn't get to know yet.

When a man has an intense stare and he never smiles or breaks eye contact, I find that worrisome. Most of the time it is for shock value. He wants to see how you handle pressure.

It could also mean he is not very well socialized so that he does not realize that this behavior makes others uncomfortable... Or, he has some other "not good" reason.

He could be attracted to you, in love, or simply be memorized by you. He could also have thought you are unapproachable so IF you like a little then you should give him soft eyes and big smile. That would be like saying, "come talk to me, it is okay."
