What would be the reason or reasons for this type of behaviour?
I am honestly stumped, as he also seems to be avoiding being with me anywhere one on one.

I am honestly stumped, as he also seems to be avoiding being with me anywhere one on one.

Appears as though he likes you a lot, but can't seem to bring himself to talk to you one on one.
He may be either really shy or worried about the potential implications of a workplace romance. Has to be tough, pining for someone while in the back of their mind, what if something ever went wrong in the relationship, how would it translate to the workplace?
In addition, to worrying about the whole workplace romance and potential outcomes, he could be worried about the whole workplace harassment issue, if he were to flirt with you in the workplace, it could easily be construed as harassment. He may not be willing to take the chance, be charged or let go from a job he needs.
There are a number of things running through his mind that would be enough to discourage him from asking you out or being alone with you. There's a lot of things stacked against a guy from even trying in the workplace and/or social events afterwards.
Those are some things that would be going through my mind, even though I may be really attracted to her. The potential con's can outweigh the pro's of taking that chance to get to know her.
I definitely get that, but the country we live in doesn't really have those kinds of standards involved in a workplace... so I'm not entirely sure that's it in this case, but I definitely appreciate your insight. It makes a lot of sense.
On another note, as he seems to have put this aside, why keep on staring?
Can't help that he is still attracted to you. I doubt he means to stare, but you being in the same room may be difficult for him to concentrate. He may also be toying with the idea of talking to you and needs to build up the courage.

Maybe he likes you but there are other complications in his life or maybe he is shy, make it easier and try joking with him and see how he responds
In person he jokes around with everyone but me. He seems so pressed to look really serious around me for some reason.

There is a good chance He likes you and doesn't want to say anything that would make you think of him as Creepy or Weird in any way which which is why he is avoiding you.
I get that, but it seems counter productive, no?
Especially if he does like me and it has been quite a long time. This is why I'm leaning towards the scenario he gave up on trying to ask me out in any way, but the constant staring is still baffling to me then.

I think if your waiting for him to ask you out it's fairly unlikely thats probably not gonna happen no matter how much he likes you, Because every single Guy who is looking for a Girlfriend is Terrified of Rejection.
When you Girls get Rejected by a Guy your never ever perceived as Creepy or Weird by him, You might only be seen as Unattractive that's pretty much it, When us Guys get Rejected your mostly likely to see him as Weird, Creepy and Unattractive and your probably going to tell your friends about us and you wonder why Guys never Approach.
So if you like him just ask him out and just be Straight with him and he will more than likely love it.

I think the best and easiest way is to just ask him if he would like to go on a date with you, Because he is probably not reading any of your signals.
He gets a dopamine rush from seeing you, especially if he isn't watching any porn.

But I do get it. Social anxiety and fear of rejection are a rough combination for sure.
In my experience most men who just stare for such a long time just give up at some point internally, but still keep staring...
