Why would a male coworker who finds me annoying/bothersome, frequently make eye contact with me? Why not just ignore me?

I have a coworker who does not speak to me unless he has to, and he seems to be annoyed when he has to work with me, even though that only happens once or twice each week we end up scheduled together. He is always polite, so I make sure not to be a bother, and I leave him alone. What is awkward is that we frequently make eye contact throughout the day, regardless if we are working together or not. His facial expression is always blank. I have heard that frequent eye contact with one person can simply be an acknowledgement that you've noticed someone who you are in somewhat close proximity with on a regular basis. Wouldn't it make more sense for him to avoid looking at me since he does not like being around me, especially in the eyes?
