I can see why he would want to get into your pants. Depending on the state and the age difference, you might be legal. 16 is the age of consent in a majority of the state, but most state have 2 to 3 year age difference exception. Therefore, if he was 17, you might be legal. And, even if you are not, if you consent you probably will not tell so he wouldn't be taking a big risk.

However, he probably knows you are not likely to agree and didn't want to offend you, so he quickly added, "If you can't say yes, say maybe later." And, if you said, "Well, maybe later" you might think about it.

Therefore, all in all, it is a little bit more then teasing but he was not very serious.
