Why would a man act like this?

He suggests in a conversation that you should shop together, then later asks you on social media if you’re looking forward to Friday night, then when you ask if he’s asking you out on a date, he replies that no, he was just joking and he’s just come in from a date. Then later on you see him drive past you in your street, when he doesn’t live anywhere near you and he gazes into your eyes as he drives past. What does all of that mean?

What it sounds like to me is you have met a budding Narcissist that is testing his skill set out on you. To bring you up in conversation to simply tell you "I am joking" is first clear Red Flag. Secondly, anyone who drives by your area, glares at you, and attempts flirt with you after the first incident is not right.

This is a guy that gets more fun out of messing with people's mind than he does out of having and maintaining a long-term and straightforward relationship. Stay far away and if you see him then turn and go the other way.

Just seems like a dick to me. But if he’s mentally unwell and can’t sustain a romantic relationship, then that’s really hard for him. I’m pretty much a softie where all people are concerned. Long term relationships can be very good. If they’re with the right person. I’ve had two such relationships. He’s missing out on a lot that could be achieved through therapy and counselling and the right partner.
