No. Not normal. Not normal at all. There is no universe in which a dude sends a picture like that to a girl he sees as nothing more than a friend. You sure as hell don't send it to a female friend you see as a sister. It's very safe to say he does not see you as a sister. You are very much someone he is (at least) sexually interested in (if not romantically as well).

So... you have good reason to be feeling exactly as awkward about this as you're feeling. It's exactly that awkward. There is nothing I can say to mitigate how awkward and inappropriate it was for him to send that to you. Clearly this guy has simply misjudged the nature of your relationship. Badly.

There is only one reason a guy would ever send a picture like that to any girl. Ever. Sexual interest. Sorry, but there's no two ways about it. There is no other option it might be. He was hoping to initiate bringing things between you two into the sexual realm. It was him putting out "a feeler" to see if you were amenable. Clearly he was wrong.
