I used to live in Moscow as a teen, I'm British.
If a guy tried wearing makeup in Moscow streets he'd be chased down the streets while being laughed at on a good day. On a bad day he'd be jumped in an alley & have the shit beaten out of him to the point he may need an ambulance.
I'm not talking about an obviously gay man... I'm talking average joe guy wearing makeup.

You turn to the West and not only is the wearing makeup by average joe-non-gay man being normalized, it's been encouraged.
To the point that there is fancier more elaborate makeup - and I mean at times expensive - offered in some pharmacies and what not for men then there is for women & entire areas of a general makeup area - say in Ebay or Sears - been strictly devoted to helping men.

In Central & even Eastern European countries men are still masculine.
They don't bend over backwards licking women's boots and begging for attention. They do not give a woman excessive respect unless she earns it. But at the same time they show general respect towards women in general by holding open doors, not whining about paying for dates, etc., etc., etc.

Go to the West and men aren't masculine, they specialize in whining life's unfair
They will bend over backwards licking the boots of "high end" - usually cheaper ones in overly revealing clothes - women begging for attention. They roll over and show their bellies, wagging their tails to please, when women scream I have breasts give me job.
And doing something as simple as holding open the door or paying for a date is like pulling their teeth out without any medication.
