Why is he hinting at hanging out but he hasn’t directly ask me out?

He’s hinted twice at hanging out. We’ve been chatting daily for 3 weeks. Yesterday I mentioned him that I used to play basketball.

He said ” I used to play basketball too. I’ve wanted to know if I still have the skills. Perhaps one day we should do 1vs1 and see who’ll win”

He might be trying to see how much you're interested in him back, trying to see if you'll maybe make a move or show how much you like him. Or he might be scared of asking you out. Just like women get flaky and scared with men and dates, guys can worry about things like: if he asks her out and they really do go out, what if she falls head over heels really hard and he's not entirely ready for it, or what if she rejects him and he doesn't know how it'll make him feel. Stuff like that.

Because that's what will confirm for him that he can make a move. Believe it or not, it really is more important for a man to make a woman come to him than vice versa, because women can be very back and forth about being interested in a guy, making him wonder what's going on. So it does matter to know if a woman is really into him. Men don't want to waste time on wishy-washy women.

Like being really into a guy one day, but then acting standoff-ish and distant the next. Talking and texting a lot right now, but then slacking off later. Stuff like that. Women's feelings are always changing because they tend to be superficial and momentary, they like a lot of cutesy, romantic feelings but aren't actually serious about deep love and really liking someone for who they are.

A woman has to show a guy she's really consistent and cares to know him or have him in her life.

If you actually want to hang out with him then you ask him. If it's cold find something to do inside like play a board game or watch a movie but if you don't want to hang out with him then just leave it. How you approach this depends on how you feel about him.
