He said ” I used to play basketball too. I’ve wanted to know if I still have the skills. Perhaps one day we should do 1vs1 and see who’ll win”
He might be trying to see how much you're interested in him back, trying to see if you'll maybe make a move or show how much you like him. Or he might be scared of asking you out. Just like women get flaky and scared with men and dates, guys can worry about things like: if he asks her out and they really do go out, what if she falls head over heels really hard and he's not entirely ready for it, or what if she rejects him and he doesn't know how it'll make him feel. Stuff like that.

Hanging out is a shorter way of saying lets go on a date. A date doesn't have to always be go to some restaurant.
Some guys are deathly afraid of rejection so they tiptoe around the concept of directly asking.
trying to get sime sort of posditive feedback that you are interested so as to mitigate the chances of rejection.
I would say he's trying to get a feel on whether r not you want to hang out with him. I would say you should take him up on his next offer, see how he reacts.
