It is possible for a guy to wish "Happy Valentine's Day" to a random girl without having a romantic interest in her. Yes there’s a possibility he could. Some men just wish things for other’s. I may tell a girl happy Mother’s Day if I know she’s a mother. Maybe no one has told her. Or a random happy birthday if you’re out and about and hear that it’s someone’s birthday. I will often wish a girl happen Valentine’s Day if I know she’s single. Not to rub it it or anything but just to make her feel a little special inside if no one else has told her.
