Is it weird to wish someone happy valentines day?
No, not at all. I've had several people, male and female, at my job, wish me a happy Valentine's day!
My boss, a female, gifted us all chocolates as gifts.
I know this might be hard for some of you to believe, but you can wish someone a happy Valentine's day without an agenda, or because you like them.

It's weird for people to keep asking if something is weird when it isn't.
Not objectively; the social expectations of the holiday imply that the persons time is soever with someone they care about. It's rare to find someone who you share a strong level of intimacy with, so its perfectly fine to wish someone has that available to them.
No. It's merely a few words. It's up to the recipient on how they take it. As someone that doesn't celebrate it, I would simply respond in kind and move on with my day.
