A guy from my past came back and says he regrets not pursuing me. Why come back years later when we’re both in relationships?

I never dated this guy I was just friends with him but everybody knew that I was kinda attracted to him. He had a girl friend then too. I tried to befriend her but she was really mean to me even though I never did anything to her or with him. I don’t understand why he waited so long or is he messing with my head? We flirt a little and share things with each other occasionally but he’s kinda closed off. Is he being respectful or messing with my head?
