Why did he come back after years apart after I cut contact?

We were dating before the lockdown and we had been on some dates. We would text sometimes after a while he got flaky , inconsistent or cancelling last minute it went on for a while also he'd said he wanted to move country soon when we first started seeing each other. I broke said I didn't want to see him anymore that I'd lost interest. I completely cut him off deleted him off everything. Now about a year or two later he's living in another country. He was back in town he text out of the blue asked to see me. We met up over drinks he bought we were catching up and he asked why I ended it with I explained everything he very sorry explained said he knows he should've been better etc. He asked if I was seeing anyone else both still single. It felt like we got closer and he was trying to make up his actions I didn't like. We kissed again got very close connected. He wants me to visit him where he is living now. He said he hasn't been able to stop thinking about me. We seem closer he's better more open about things. Did he want to see me to try to convince me to move or still likes me? we both saying how well we get on only the distance is slowing it. We been way closer than before texting keeping in contact better. He mentions a lot how he thinks I should visit I'd love it there.
