Because if you insult her and she likes you she responds positively. And then you have your confirmation. If you insult her and she's not interested and she responds negatively you we're just insulting her so you save face. You in a sense win either way.
He's having fun with her. He's just playing the game. How long it goes is up to them. She wouldn't have responded if she didn't like him on some level.
