Half the time he ignores me. The other half the time, he seeks me out. Why do men do this?

You know I don't think men "ignore" women on purpose I truly believe that when men are busy their mind is solely focused on what they're doing and nothing else. Whatever is a priority comes first to them and then one day all of a sudden out of the blue they remember we exist and expect us to be available. It's kind of annoying I've been there done that but I truly think is because men are not very good at managing multiple things at the same time.

I agree, confused by this contradiction. Going to need a bit more info. If he seeks you out half the time, that sounds like a balanced relationship. Ignoring someone is never a good sign though.
