Some guys act like that when they have a crush because they don't wanna seem lame by being obvious. Thinks it makes him look "cool" to play it sly.

By ignoring you when you're near, he thinks it'll make you wonder about him and get your attention. Then the secret staring is to see if you noticed but also check you out low key.

It's a dumb game but some guys do that when they don't know how to flirt for real yet. Does show he's paying attention to you though!

If I were you, I'd just call him out on it next time you catch him staring. Smirk and be like "you know you can just talk to me, right?" Bet he'd get all embarrassed.
