Why would a boss or coworker give me blank stares and not look away when I catch him looking?

He is very smiley and friendly with anyone else but with me he is quite distant and serious and sometimes he stares at me with no expression and does not look away when caught. He never tries to talk to me and is always short when I have a question even though he is always polite. Could he maybe think that he has to act distant because he thinks I like him?
