Same reason why a girl would stare at a guy even if she's being ignored by him: either finding them attractive or just zoning out. Either way, for anyone who keeps staring at a person, it always isn't necessary that the other person looks back at them.

They are just enjoying her beauty I suppose. Sort of like eye candy.

If she ignores them that does not count as complaining. She would have to at least make a sound or look back angrily. Or she could say something.
