Why do girls continue to stare even when caught by the guy?

so one time i pretended to ignore this girl in the hallway just to see what happens. She literally stares straight into my eyes (she’s LITERALLY a feet or less in front of me). She faces her whole body towards me right in front of me and just stares at me. I’ve had this happen multiple times it’s so creepy. Like I feel like they hold a grudge against me when I don't know who they even are lol...

A lot of times I'm just daydreaming and not specifically looking at that person. They just happen to be in the spot where I'm looking.
