Me and this guy have been talking for 3 weeks. We always video chat at night during the week but we don't video chat on the weekends. He says I'm the only one but I don't believe him.

In situations like this, I always trust my gut. I always trust my gut over anyone's reason, excuse or explanation.

He may not be cheating, but there's definitely an underlying reason why he won't video chat on weekends. Until you know the reason you'll never trust him.

See if you can break the cycle and speak more, tell him that you want to speak to him more and say if he's willing too, if not then it's sus

If you aren't in a relationship it is not cheating. Three weeks, has nothing to do with it.
If you think they are in a relationship already it's up to you to make sure they aren't. If you're smart finding that out should be the first thing you do.
