Calm down. Chances are good he wasn't even looking at you, just in your vicinity. Were you close to a door, window, or something that moved? Were you listening to loud music or making noise?

And if he WAS looking at you, but never approached, he's probably just a socially anxious wreck who can't bring himself to interact.

But most likely, not that. Just glancing in your direction on occasion. Probably waiting for someone else.

He's either shy or waiting for the right opportunity. If you're interested, make yourself physically available somehow, like standing by yourself in an area that's easy to access.
