Why would a guy keep staring regularly, but not approach in conversation?

Why would a guy do this? Surely a guy who has a girlfriend would stop right? by the way I don’t know if he does or not, but why he keeps staring and not approaching?

I’ve sat with him one to one and he does seem a bit nervousness and fidgety.

lol I actually try to avoid staring at him. It’s usually when I look up that I see him do it, it’s not like like looking at someone, it’s like an intense gaze and at other times, checking in. It’s hard to explain, but I don’t encounter it either any other guy colleague.
