Maybe because of his shyness he hasn't gotten to the stage of talking yet and is hoping you'll say something one of these times. No doubt he finds you very fascinating, very attractive and interesting. Obviously, he's not overly nervous if he seems to be as relaxed as you say. I'd say he's shown enough interest in you to keep you on his radar screen. Since he's not said a word to you yet, I think you need to break the ice and say something next time you see him staring at you along with your smile, like "Hi!" This may make him a nervous wreck or it may be an ice breaker that's needed. This will help you read him much better I'm sure. You have nothing to be bashful about or afraid of. Some guys get really nervous when it comes to cute girls. Assume he's one of them. By talking first you'll show him that you're approachable and that may be just what he needs. You may find that he'll start talking to you after that and then you'll be able to find out why he always became dumbfounded or spellbound whenever he got near you. Good luck!

He probably thinks you're attractive, the odds of a guy staring at a girl he didn't think was attractive is low
I'm pretty sure he's interested in you -- why else would he be staring at you all the time? I only stare at people I'm interested in, and I think it's safe to say that guys are the same way, for the most part. It's only natural to want to look at someone you're attracted to.
You should try talking to him next time you catch him staring, even if it's just a simply "Hey" or "How's it going?" Let him know that you want to initiate an interaction with him so that he doesn't feel so intimidated, if that's the case. He's probably just waiting for a signal from you that he can approach you.
