Is this normal behaviour from drunk people?

I was walking through town yesterday minding my own buisness and this man called me ugly for no reason I didn’t even acknowledge him for him to have any reason to say it😩 is this normal. I didn’t even look at him or anything

Depends on the level of drunkiness, his mindset, his social background, wether or not he was alone, his reasons to get drunk, the kind of drunk he usually is, etc.
Also his tone here is kinda important. I could imagine myself doing that just to ammuse myself and my volume slipping so the other person could hear that. But that's me (I barely get drunk).
The point is: drunk people are generally pretty unpredictable. What's normal behavior for unpredictable?
