What does it mean if a guy sees you crying and walks by a few times?

one day I was crying (the guy is shy) and he saw and then he walked by 3 other times and looked. He knows that I think he’s cute but I don’t think he’s interested.

He seemed to keep coming back which he never does esp. when I’m around he usually doesn’t stay and never looks.
