why do guys stare and talk about you like they like you, but never approach, but they talk to everyone else around them. or you talk to them and they turn the other way while saying a long sentence to you, or help you with classwork, but then tease you, or be rude and mess with you. like this one guy does all that, and i cannot decide if he likes me.

They probably like you. A lot of guys, especially under 18, are nervous about approaching in other ways than the teasing or rude or they're afraid of rejection. (Which never really goes away by the way)

Guys are subject to frequent rejection. An ironic consequence is that we develop a self preservation trick where we avoid rejection by avoiding approaching women that we like in case it isn't mutual.
