We know that is you and him because you talked about "that girl" on past tense, and after you said "were both 16" now you said that at present. So that kinda gave you away. Anyway that means if you don't feel like being girlfriend material, then just don't be, just be a froend, you'll have plenty of time to Find the Guy that you want, no rush.
He is doing the right thing. It isn't fair to either of you to maintain a friendship if he has feelings.
He said he was joking about feelings for me. He didn’t like me, but he started avoiding when I said I really like this guy I met at work.
Leave him alone and let him figure it out
