"I like your dress" the indirect way of saying I like you?

Every man that had a crush on me gave me this compliment when they were nervous and just getting to know me. I generally am too logical to read into comments, but this is a common thing that the guys have in common and I wonder if this is a compliment guys use to test the waters to see if the woman is receptive to you? Could the guys explain?

I only mean that compliment means something more when the guy is crushing on you. Not saying this comment alone should mean that the guy likes you.

Yes in general compliments like that from a guy are to show interest. It’s not a 100% set rule, but close enough.

Maybe if the guy is single or unhappy relation then it implies interest but if he's happy with his relationship it might just be honest and friendly.

@Lockey_ Interestingly, he is in a relationship but tried to hold my hand too, I don’t let him. I get the sense he likes me a lot. He freezes sometimes if I approach him, always looking around to see me though he has known me a while now, etc
