Is it normal for a guy to keep talking to you but never want to meet up?

This guy says he’s interesting me but never wants to meet up with me.
He will text me loads which for me is annoying as I just think it be nice to chat in person.
I’ve said to him about meeting up and he says we will he’s just busy.
But I mean can he not take some time away from things for me?

Not really no if he was that interested he would make time have you never met in person? Could be a catfish, I would be more interested in meeting as soon as possible rather then messaging I dont want to waste a ton of time just texting when your not gonna get to see how the connection really is till you meet.

Is it someone completely new to your life so know one you know knows who they are? What commitments do they have children or anything like that just trying cover all possibilities. If they are single with no kids or commitments then you should be able to meet more then that I would think if they are wanting to try and progress with any type of relationship, I dont get why you would even start trying if you have no time for someone why would you attempt to let someone new into your life when you clearly can't make them a priority for your time is strange.

He’s completely new in my life. Has no kids. His commitments is work, gym, family & friends.
