The most recent by release date would probably be Mass Effect 3, but that whole game made me cry, with how badly it squandered something special.

The most emotionally impactful (and closest to what you probably mean) would be Grim Fandango. Given how much of making an adventure game is just "take a simple problem and find the most ludicrous possible way to solve it", it's all the more impressive.

Final Fantasy Crisis Core was really sad, but the last one to make me cry was a game called It Takes Two. Such an emotional game.

not every gta, 3 and vc, vcs ( but if you play vcs, the prologue of vc will be so sad) and 5 has some bad endings, but you can choose the good ending

One of the people who were at the beginning of vs, who were going to deal drugs with Tommy, but a sudden gunshot attack came and they died but Tommy escaped, one of those who died there is the hero of vcs
