He may like you but not be interested in having a serious relationship with you, e. g. he has a girl friend or is too shy. If he follows you again I suggest asking him why he's following you.

I have no clue. I didn't speak to him and vice versa. I think he always liked me... I've tried talking to him a couple of times before but he ignored me. Lol
So when I saw him looking lost at the same store as me I just moved on with my life. But I was just wondering
