He means you can text him more, doesn't matter what. I would say it doesn't mean you have to start the convos, but you sending a text first is starting the conversation. He just wants to talk with you.

Guys normally aren't good at/ don't like texting. He said " You can text me more often, you cheer me up". He literally said you make him happy when you talk to him. I would say he's interested, but it can just be friendly. So talk to him more and try to find out.

I wouldn't say it means much unless you know he's purposely ignoring you. Like if he texts you, then you text right back. If he didn't answer when he clearly just texted you, not good.
Some guys think they're being smart by not texting you back to not appear clingy, but it's not smart. Hopefully he's isn't doing that.
