To me it depends. Like he may not feel like you correspond with him enough, which to me is understandable IF you aren’t doing your part in communicating.
But if he isn’t putting in much effort either and essentially wanting you to do more work, that’s when it’s a problem. I know people like this, who want to feel chased or worked hard for because they were used to the shoe being on the other foot in their past relationships/situationships and want to feel a change. However often in their effort to achieve this, they aren’t stepping up to the plate much themselves.

It isn't clingy if he is asking you to do it. It would only be clingy if you did it all the time and he was ignoring them or getting annoyed. He probably wants you to text because he likes you. I'm surprised that you are 30+ years old and can't figure this out. I mean is this your first time that a guy has shown interest in you? Surely not. So if he said that and you like him and want to text him more then do so.
