Then make your approach, but not romantically; just try to strike up a conversation and find out a little bit more about him. He may not want to be distracted while working out, though.

I don't approach women with the intent to make a move while working out in general.

Here in the UK we are very much told woman don't want approached at the gym so we don't do it especially if they are wearing headphones.
