What does it mean when a guy playfully steals your stuff?

There’s this guy that sits next to me in class and he always steals my pencils or uses my chapstick right in front of my face… Obvi he’s not a thief bc I always get it back but like? Why?

Context also the only reason why I’m confused is bc he’s my brother’s friend and apart of their little popular-boy clique😭😭
