If he likes her, then these are the possible reasons:
- He is very busy and just sucks at prioritizing you over the time he spends on himself or work.
- He thinks showing too much attention will drive her away
- He intentionally shows too little attention because he knows it can work well (stay away from these)

Now, most guys especially when they're young tend to show too much attention in their first relationship or two, but then eventually it is 50/50 and balances. I would just focus on he treats you in person and what time he offers. If it ends up being unbalanced, then do the same amount as him or even less to see if his behavior changes.

I doubt if a guy likes a girl that he is going to ignore her. I think it would be quite the opposite and he would engage in conversation. If he had no interest then sure he would ignore her. That might be his way of rejecting her. Instead of saying that he is not interested he just ignores and hopes that it stops. It is sorta the easy way out of rejecting someone. If he liked her though I doubt very much he is going to go to great lengths to ignore.

If he supposed likes you, he wouldn't ignore you or play games.

If a guy is ignoring you, treat him the same way: don't waste your time or energy reaching out or begging for his attention. Let him message you.
If he doesn't reply or get back to you? That should be a blaring red flag to leave him alone.
