Today, who the fuck knows? Kids today have incredibly bizarre meanings for common words!! What it SHOULD mean is, basically, trying to improve on what you've got: You've got a car and someone tweaks the engine, that means they're doing something to it to make it perform better. In SOME cases, you're watching t. v. or listening to music and somebody decides to turn up the volume or adjust the picture to make it better, that's tweaking.
