Is he single or in a relationship? If he's in a relationship and he doesn't act this way around other women, he probably has a thing for you. Of course, he just might not like you, but it's probably that first thing...

If he's single, then he probably doesn't like you or else is super shy and does. There's just no way to know without asking him, or at the very least asking around and seeing what other people who are close to him know/think.
