Why can’t a guy look me in the eye after he’s wronged me and the situationship has ended on bad terms?

Every time I walk past this guy that I had a summer fling/situationship with last year, he will never look me in the eye and avoid it. Sometimes he will even go on his phone to avoid me. I just don’t understand it.
