I've tried one or two compliments in the past and was immediately met with... I have a boyfriend or they look at you like your a creep. Then I have to explain, I'm not hitting on them. I'm honestly just complimenting them on their outfit, and that's all. By the end you think, why did I bother?🤷♂️
So one thing I suggest is being a little more receptive to guys compliments and then read whether or not they are hitting on you after the compliment. If they say something else that leads you to believe they are hitting on you, then get into the whole spiel about your boyfriend. At least those of us that just want to mention how good you look today, can say so unscathed.
If it's a more positive experience, then I would be willing to do it more often because a little positive reinforcement can go a long way in a person's day.

Whats boring to one woman (e. g. you are good at public speaking) is respectful to egalitarian to another. BUt what’s sexual harassment to another woman (e. g. you got a nice ass and look hot af!) is also something another woman is dying to hear from a man.
You can’t expect men to read your mind on this nowadays. Especially given the modern browbeating #metoo bullshit men have had to deal with in recent years. Saying the wrong thing to a woman can get you fired nowadays.

a compliment is something you have to work for.. both men and women. It is not something you pull out of the closet.
You also have to find the right balance..
To little is not good. To much and they stop believing you.. or it stops having a meaning.
Besides my lady... no other woman gives me compliments... and i don't expect them.
Than.. only then... in the case they do.
It has meaning.. and you accept that compliment... with a smile and a thank you..

I am a gentleman, i do not use harsh words, foul language or be unpleasant unless someone forces me to it. I used to give complements for the ladies and i did that at work too but! It back fired at me plus i was accused for harassment. My complements are these (you look lovely/nice today), (your hair is amazing), (nice shoes), (nice sunburn), (i like that mascara, new one?) (Your smile lights up the room). So after being reported (at work) and accused (in public) for harassment so i stopped giving complements in general. I still the same gentleman, but i do not complement people in general unless they are my friends. Not all women are the same, i know but i do not want to be in that situation again, it is very unpleasant.

+1 yHere is my suggestion... make a dating profile with a dude's pictures that's on your same attractiveness level. Then hand out the compliments like it's candy and then tell me how that worked out for you.
If that's too much work, I'll tell you that I think you're going to come back realizing you'd be an INCEL if you were male.
The bottom line... most of the time... you're going to get further with women by calling them names. I mean... at least they're more likely to respond at all.
Now of course, if you use a 10 out of 10 guy's pic, and tell them you're a child molesting inmate that just got out of prison for molesting 3-year-old boys, and you can't get a job or stop doing meth... the chicks will respond and they will be all over your profile.

Men used to do a lot of things for women which didn't benefit himself but women insisted that they wanted "equality" and no "toxic masculinity" so here we are. If it's someone that I have built a friendship with however, I will absolutely compliment them, and do so regularly, once we have a relationship established where it is safe for me to build them up without causing discomfort

+1 yThey've been told, and probably rightfully so, that complimenting a total stranger often comes off as shallow, creepy or an attempt to hit on someone. Too many men don't even know how to give a proper compliment. For example: 'Your breasts look great in that dress" instead of "your tits are magnificent", isn't much of an improvement. Unless you can do it with class, it's a big risk. If you know someone personally, it's a much easier thing to do.
