I have considered it, but it has nothing to do with "getting up the nerve to do it". It's not an issue for me, any more than dressing up as Batman, or some other costume. In fact, I'm not sure if I have cross dressed in a costume or not, as I don't remember all the costumes I've ever done, and if I did cross dress, it wouldn't be the remarkable, forbidden taboo guilty pleasure that this question seems to imply that it would be. It would just be another costume. I'm guessing I've probably cross dressed a costume at some point, but the occasion was so unremarkable to me, that I forgot about it. I would totally love to do some female superhero costumes, but I just don't feel I would look the way I would want to without the female hardware to go with the outfit.
I have no problem wearing women's clothes other than they are mostly uncomfortable. I wear wrap around skirts now and again, and will put on eyeliner here and there as well. But as for the other stuff, bras are pointless if you don't have breasts, and uncomfortable to boot. Panties are uncomfortable, because there is no place for your cock and balls to go, except out the side. Heeled shoes are ungainly, and most women's clothes are improperly proportioned for my body. I could wear stretchy clothes or something oversized like a mumu.

I was a witch for Halloween when I was about 10. (If I recall correctly, I was a fairy godmother for a school play that same year.)
Fast-forward to adulthood, I still cross-dress occasionally for fun at parties/clubs. Modestly sexy witch is my go-to cross-dressy Halloween costume, but I've also done male-presenting costumes like a vampire, warlock, Phantom of the Opera, and a fluorescent orange skeleton for a blacklight party.

I know guys that have done it. One group of my guy friends dressed up as the Spice Girls for Halloween once. Probably not the best idea that they used water balloons as their boobs though.

I think the closest anyone got was as "normal" Cosplay as a "gender bent" version of some female character. So like a manly version of Samus from Metroid. 'Allan' Ripley from Alien. Usually the furthest I think most straight guys would go is for humor like "Powderpuff Football" or like "Dame Edna" or something, or by playing customizable female characters in a video game.
I was 10 and wasn't given a choice. My girl cousin who was 9 wanted to go as a boy. When her mom called mine to borrow some of my clothes the three of them conspired to dress me up like a girl. I told them I no way.
I was still trying to refuse when my aunt was putting make up on me. I was wearing my cousin's pink Easter dress, white knee socks, shiny black strap buckle shoes, and a blond wig with bangs and pigtails.

It was out of the ordinary then. I was probably the only boy at that elementary school dressed as a girl. I was teased quite a bit over it. I know she was trying to compliment me and make me feel better, but my teacher making a fuss over me only made it worse.

Sure have! A few times. We had a gig in Youngstown and I wore my usual gear: leotard, pantyhose and mini shirt and added a bra with huge fake tits. I think that was the 2nd Halloween that I added the tits and bra.

We don't celebrate Halloween that much here but we do celebrate carnival. Lots of guys, especially the cool, "jock type" guy cross dress for it. At least they did when I used to go check out the trucks.
Halloween costumes are not commonly a thing in the UK, but they have become something in and around London.
When I lived and worked in the US, my American co-workers had a problem with my 'not getting into the spirit of Halloween' until I made some forceful remarks about sex and travel.
Went to a party with a ladyfriend, who dressed as a guy.. and we had a small disagreement, I went to the kitchen to get another beer and was befriended by someone.. things led to other things.. well things happen when you're drunk.. ;-)

Yup. I straightened my hair, wore a skirt and a padded out bra, and when I knocked on my friend's door (who was hosting the party) she didn't recognize me and asked "can I help you" before opening the door.
