When a man hugs you laugh, and then tells you to take care of yourself does that mean he’s blowing you off?

What do you know about this man? Do you know if he is married or not or whether he has a girlfriend/boyfriend or not?
If you don't know, then don't start assuming because he could simply appreciate your food but does not want to take it a step further to jeopardize his marriage. Also, you don't tell us his age. He could feel that he is too young/too old for you or he could simply indicate that he is not interested in what you seem to be interested in.
Whatever the reason, it is up to you to find out by talking to him. Why don't you try to meet him outside his workplace or invite him for a coffee after his shift.
I mean, you only see him once in a blue moon. If you want to know more about him and his feelings, you will have to meet him more often to find out his feelings for you. But don't be disappointed if it does not work out.
Then you must understand that he will act the way he does if he is married or in a relationship. Without further investigation, you simply cannot know unless he tells you about his private life or someone else does.
Also, not wearing an engagement or wedding ring does not mean that he is single. If you know his name, try to check the social media to see if he has an account and/or posts pictures that could reveal his status.
Basically it is a compliment and telling you to stay safe in general.
It sounds like a friend hug to me , he doesn’t see you in a romantic way , he sees you as just a friend / acquaintance , he doesn’t hate you , he just was thanking you for the food. Plus he was at work so he probably wasn’t thinking you were showing interest in him , he was just thinking you were being polite for working on your car. So if you really like this guy , you are best to call him up and ask him if he would like to go for a drink with you , if he is interested in you, he will say yes , if he isn’t interested in you , he more than likely will kindly decline your offer and tell you the reason why. That will be your best chance to get an answer
In all likelihood, he was thanking you. He has a business relationship with you, after all.

I wouldn't jump to conclusions that quickly. Maybe try to have another meetup?
I never have the option of doing meet ups with this person. I simply drop off baked goods at their place of employment the day before major holidays. If he was trying to get me to stop showing up at his place of employment, showing up at his place of employment, is not the best thing to do.
I get that. Have you tried connecting online, just to get a conversation going, maybe?
Damn, that could mean anything.
