He dabs me up when we are around people but when we are alone it’s 24/7 nonstop physical attention like touching my face playing with my hair stupendously sweet guy and unbelievably attractive so I can’t help but not care ab the fact that he does that out in public maybe he’s not big on pda I don't know I’m contradicting myself.

I think you're probably right that he just isn't into pda and maybe gets a little shy about it when you try. Could also have some social anxiety about pda for some reason. As long as you're happy with the way things are going in general then I wouldn't worry about it too much and chalk that up to him being a guy that doesn't do that in public. Maybe he doesn't want to and uncomfortable with it because you are not dating so he doesn't want to give others that impression yet? I'm assuming you aren't dating from the vibe I get in what you wrote.
