When guys give random compliments such as these, have they already decided that you were attractive?

Like if a guy were to randomly say “your voice is so cute.” Or “I love the complexion of your skin” would they typically say those things to a woman they didn’t at first already find pretty or attractive?

Wow, impossible to answer this question, because no two guys are the same.

If this was me, would say things like that to woman I was not attracted to? No, if I was not attracted to her, I would never say those things.

If this was me, would I say those things to a woman I was attracted? At some point, yes. But no unless we were actually dating, because I would not want to ruin my chances of dating her by being, because things like that can come off as being kind of creepy. Especially if you are not already dating her.

Bottom line though, I would never say them to any woman I was not attracted. If I actually spoke the words, I would have meant them. But many men, and woman for that matter, lie or misunderstand their own intentions when they say stupid shit like this.

But again, just because I find her attractive, does not mean I want to date her. And if I was getting the right vibe from her, I would say them and mean them... but not with intentions of dating.
