Female friend? As in not girlfriend? No I would not. I wouldn't want to set the precident that she can ask me to spend money on her and I'll just do it. Even if she's a girlfriend, I'd be reluctant. If I spend money on you I want it to be MY choice. If you want access to my bank account, marry me.

Sure why not. If it's not totally inconvenient and doesn't' takes several hours from my holiday to pick them up, I'll pop into a shop for five minutes to pick up whatever my friend needs.
