If a guy is not interested in a girl would he just act indifferent to her or would he act nervous around her?

There is a guy who I’ve been flirting with for several months. I thought the feelings were mutual and he was just shy. He always smiles and seems very happy to see me, he comes up to me and starts conversations, he gets nervous around me and has even got tongue tied a few times. I ask him out and he said no claiming he felt we were not compatible. He said he wanted to stay friends and did not want things to be weird between us. Today, however, I was walking by him and he had his back to me. He turned around and saw me, then turned around again pretending he didn’t see me. Is he fighting his feelings toward me because he thinks he can not date me? Or is he just ignoring me because he is feeling weirded out now and don’t know how to act around me. I feel if he was just not interested he would care if I was walking by or not.
